Ministry of Health outlines seven priority task groups to accelerate health sector digital transformation and advance Project 06

Minister of Health Dao Hong Lan has issued Directive No. 07/CT-BYT on accelerating health sector digital transformation, decisively addressing existing bottlenecks, advancing the implementation of Project 06, and achieving the sector’s 2026 targets. The Directive identifies seven priority task groups.

1. Strengthening accountability and administrative discipline

Heads of departments, agencies, and units under the Ministry are directly accountable for the progress and quality of their assigned tasks. The Directive emphasizes the “Six Specifics” principle: who is responsible, what must be done, by when, with what responsibility, what deliverable is expected, and what outcome must be achieved.

The completion of digital transformation and Project 06 tasks will also be incorporated into the 2026 year-end performance and emulation assessment. Responsibility evasion, shifting of duties, or unjustified delays will not be accepted.

2. Resolving overdue tasks and completing the institutional and data architecture framework

All delayed and overdue tasks must be reviewed and resolved by November 30, 2026.

The health sector will complete its master, reference, and shared data catalogs and common data dictionary; finalize the data structure of the National Health Database; and ensure implementation in compliance with the Ministry of Health Digital Architecture Framework and the Health Data Governance Framework.

3. Accelerating data cleaning across 12 specialized health databases

The agencies responsible for 12 specialized health databases will intensify data cleaning and standardization according to the principles of accuracy, completeness, cleanliness, currency, consistency, sharing, seamless connectivity, and synchronization.

Priority areas include immunization, healthcare practitioners and facilities, maternal and child health, social protection, people with disabilities, social work, food safety, and other specialized health databases.

4. Implementing the 100-day campaign for the Electronic Health Record on VNeID

Relevant agencies, local health authorities, and healthcare facilities will accelerate the creation, updating, and interoperability of electronic health data on VNeID, including health records, referral documents, and follow-up appointment information.

Healthcare facilities are required to standardize and reconcile data and address records that contain errors, remain unidentified, lack digital signatures, or do not meet interoperability requirements. Progress will be monitored daily through the Health Data Portal dashboard.

5. Reviewing and improving the legal framework for health sector digital transformation

Relevant units will review and develop legal documents to ensure consistency with legislation on data, personal data protection, electronic transactions, medical examination and treatment, and other related areas.

The review is intended to establish a coherent legal framework supporting digital transformation and effective health data governance.

6. Restructuring and simplifying administrative procedures

The Ministry will simplify 44 administrative procedures by connecting to and reusing data from national databases, including those on population, business registration, land, and electronic civil status.

Individuals and organizations must not be required to resubmit documents or certificates whose data have already been digitized and made available through interoperable information systems. High-volume administrative procedures will also be redesigned to further simplify service delivery.

7. Ensuring digital infrastructure, information security, and migration to the National Data Center

The National Health Information Center will maintain the stable operation of the Ministry’s administrative procedure information systems and health data integration infrastructure, while ensuring seamless connectivity with relevant national databases.

The Ministry will strengthen centralized information security monitoring, cybersecurity exercises, and the protection of sensitive data. Agencies responsible for information systems and databases are required to complete the preparation, appraisal, and approval of information-system security-level proposal dossiers for 100% of operational information systems by September 30, 2026.

Technical preparations will also be made for the migration of specialized health database infrastructure to the National Data Center in accordance with the approved roadmap.
