1. Library Reading Room Regulations
On November 28, 2023, the Rector of Da Nang University of Medical Technology and Pharmacy issued a Decision promulgating the Regulations for the Library Reading Room and Electronic Reading Room. The regulations define the responsibilities of students and learners when using the library and electronic reading room in order to protect library materials, equipment, and university property. Library users are required to present a valid student identification card, preserve library materials, comply with regulations governing the borrowing and use of resources, and maintain order, cleanliness, and a conducive learning environment. In the Electronic Reading Room, users are permitted to use computer systems solely for academic and research purposes. They are prohibited from installing software, altering system configurations, accessing inappropriate content, or engaging in entertainment activities. Any violations of these regulations shall be handled in accordance with the University's policies and regulations.
2. Regulations on Document Usage
On October 25, 2018, the Rector of Da Nang University of Medical Technology and Pharmacy issued Decision No. 468/QĐ-ĐHKTYDDN promulgating the Regulations on the Use of Library Materials at the Center for Information Technology, Communication and Library. The decision was issued to standardize the management, access, and utilization of library resources, while facilitating teaching, learning, and research activities for lecturers, staff, students, and learners.
The regulations cover the circulation of library materials, eligible users, procedures for borrowing materials, as well as the rights and responsibilities of library users. The document also specifies the number of materials that may be borrowed and the borrowing periods applicable to different user groups, including academic staff, administrative staff, students, and learners. In addition, it provides guidance on the renewal of borrowed materials when users require extended access. Furthermore, the decision outlines disciplinary measures for violations such as overdue returns, loss of materials, damage to library resources, or improper use of library materials. Through the implementation of these regulations, the University aims to enhance the effectiveness of library resource management, protect library assets, and better support the teaching, learning, and research needs of its academic community.
3. Library Opening Hours Policy
On July 30, 2024, the Center for Information Technology, Communication and Library of Da Nang University of Medical Technology and Pharmacy issued regulations on the opening hours of the Library Reading Rooms. These regulations were established to meet the learning and research needs of students, learners, lecturers, and staff, while facilitating access to library resources and services.
According to the regulations, the Library Reading Rooms are open from Monday to Friday, from 7:30 a.m. to 11:30 a.m. in the morning and from 1:00 p.m. to 8:00 p.m. in the afternoon.
On Saturdays, the Reading Rooms are open from 7:30 a.m. to 11:30 a.m.
These opening hours are intended to ensure that users have adequate access to learning materials, facilities, and information resources, thereby effectively supporting the teaching, learning, and research activities of the University community.
4. Center for Information Technology, Communication and Library Holds Seminar on “AI Applications in Library Services”.
The application of Artificial Intelligence (AI) in professional work has become an inevitable trend in today's digital era. In October 2025, the Center for Information Technology, Communication and Library organized a professional seminar entitled “AI Applications in Library Services”, presented by Librarian Vo Thi Vinh.
The seminar was held in the Reading Room on the third floor of Building C, with the participation of the Center’s staff members. This activity was part of the Center’s professional development plan for the 2025–2026 academic year, aiming to promote the application of technology, particularly AI, in library operations and services.
During the seminar, Ms. Vo Thi Vinh introduced several widely used AI tools, including ChatGPT, Gemini, and Canva—intelligent assistants that can support librarians in creating communication content, summarizing books, designing visual publications, and producing book introduction videos. The integration of these tools helps streamline the processes of content creation, presentation, and dissemination, making them faster, more creative, and more effective. As a result, readers, students, and learners can access information resources more easily while fostering greater interest in reading culture.
The application of AI is not intended to replace librarians; rather, it serves as a powerful supporting tool that helps reduce processing time, improve productivity, and enhance the quality of professional library services.
The seminar not only provided practical knowledge on AI applications but also created a forum for staff members to exchange experiences and discuss appropriate technological solutions. This contributes to the effective implementation of the digital transformation objectives of both the Center and the University.
5. Training on Library Operations with Nam Viet Library Software.
To enhance the effectiveness of technology application in document management and library operations, on the afternoon of November 27, 2025, the Center for Information Technology, Communication and Library organized a training session on library operations using the library management software developed by Nam Viet Company.
The training session was conducted by Ms. Le Thi Thuy Ha, a staff member of the Center, with the full participation of the Center’s leadership and all staff members.
Since the beginning of 2025, the Center has migrated its library management system from the open-source Koha platform to the software provided by Nam Viet Company. The new system has now been operating stably. To ensure that all librarians can effectively utilize the system’s functions, the Center organized training on core library workflows and procedures.

The training program enabled librarians to become familiar with the new system while reinforcing their professional knowledge and skills. Proficiency in using the software will contribute to more efficient document management, optimize time and resources, and ensure that library materials are organized and delivered to users in a systematic and modern manner.
Following the training, staff members were able to perform key library operations confidently on the software and are now well prepared to apply these skills in their daily work, thereby contributing to the continuous improvement of the Center’s service quality.
6. Seminar on Copyright Regulations for Digital Resources
As part of its professional development plan for the 2025–2026 academic year, the Center for Information Technology, Communication and Library organized a thematic discussion on legal regulations related to digital resources and library services. The activity aimed to enhance the professional capacity of staff members in the context of digital transformation.
During the program, Ms. Luong Thi Hong Mai delivered a presentation entitled “An Overview of Legal Regulations Related to Digital Resources and Library Services.” The seminar was attended by the Acting Deputy Director of the Center and all staff members.
The presentation focused on clarifying the concepts of digital libraries and digital resources, as well as legal requirements concerning copyright and the right of access to information in the processes of digitization and the provision of digital resources. The discussion highlighted potential legal risks associated with the unauthorized copying, uploading, or sharing of digital materials. It also analyzed provisions of the amended Intellectual Property Law (2022), which allow libraries to reproduce, preserve, and provide materials for research purposes within certain limits.
In addition, the presentation addressed restrictions imposed by Decree No. 22/2018/ND-CP, which continue to present challenges to the public dissemination of digital resources.
At the conclusion of the seminar, the Center reaffirmed the importance of complying with copyright regulations, establishing transparent digitization procedures, implementing secure access management, and prioritizing the development of institutional and locally produced resources. These efforts contribute to the advancement of academic activities and support the University's digital transformation objectives.
7. Plan for Organizing Vietnam Book and Reading Culture Day in the 2025–2026 Academic Year
On April 10, 2026, Da Nang University of Medical Technology and Pharmacy issued Plan No. 157/KH-ĐHKTYDDN on organizing activities in response to the 5th Vietnam Book and Reading Culture Day in 2026. The plan was developed to promote reading habits among lecturers, staff, employees, students, and learners; enrich library resources through book donation activities; and encourage the application of digital technologies and artificial intelligence (AI) in promoting reading culture and knowledge sharing.
The activities were scheduled to take place from April 13 to April 30, 2026, at the University Library. Key activities included the launch of Vietnam Book and Reading Culture Day, exhibitions of newly acquired medical and pharmaceutical books, a book donation campaign for the library, and a competition on creating book review videos using artificial intelligence (AI). The book donation campaign encouraged lecturers, staff, students, and learners to contribute textbooks, medical and pharmaceutical reference materials, life-skills books, information technology resources, and foreign language books to enhance and diversify the library’s collections.
For the book review video competition, students and learners were invited to create 3–5-minute videos introducing and discussing a book of their choice, highlighting its content, value, and significance. Participants were encouraged to utilize digital tools and AI technologies to improve the quality and creativity of their submissions. Outstanding videos would be featured on the University’s communication platforms, and participants would receive certificates of participation and be considered for extracurricular credit in accordance with university regulations.
The plan also assigned specific responsibilities to the Center for Information Technology, Communications and Library, faculties, departments, administrative units, and the Office of Student Affairs for communication, organization, submission management, result compilation, and operational support. Through these activities, the University aims to foster a reading culture, raise awareness of the value of books, encourage lifelong learning, and promote digital transformation in library services and educational activities.
